Pulseaudio cannot find RAOP sink (airplay to airport)

the pulseaudio package in the official repos definitely provides the

/usr/lib/pulse-4.0/modules/module-raop-sink.so

but it doesn't load and won't load manually either as

pacmd load-module pulseaudio /usr/lib/pulse-4.0/modules/module-raop-sink.so

simply fails

In paprefs I have also already selected the option to make network discoverable sinks available locally.
Any ideas?
