On both my desktop and my laptop I have finally got Civ V to the point where it'll run. Except that, on both machine, I get no video - only sound. Just a black, empty screen.
The laptop has an intel video card and the desktop an AMD one. As far as I can tell all deps are installed and there are no obvious error messages - or, at least, I don't know where to find them.

I get you're running it through WINE, because the last time I checked (months ago, but still) Civ V (or any of the Civ series) did not have a native version.
Post wine version, any changes to wine config, and teminal output please

kahrkunne, Civ V (and XCOM) was released for Linux recently.
What cards do you have, exactly, phunni? http://store.steampowered.com/app/8930/ mentions quite high GPU requirements for Linux.

This is on Steam and native, not on WINE.
Video card wise, my laptop has:

01:00.0 VGA compatible controller: Advanced Micro Devices, Inc. [AMD/ATI] R580+ [Radeon X1950 XT]It's quite possible that the laptop isn't "man" enough (although I'm hoping it is), but I looked up the desktop card and I'm pretty sure it exceeds the minimum requirements.
Interestingly, I just tried to run it on my laptop via the command line and got this error:
ERROR: ld.so: object '/home/paul/.local/share/Steam/ubuntu12_32/gameoverlayrenderer.so' from LD_PRELOAD cannot be preloaded (wrong ELF class: ELFCLASS32): ignored.

It seems your desktop card wouldn't be enough even in Windows (it's one generation older than the one listed in Windows requirements and seems to be weaker indeed). Your laptop one might be enough in Windows (do you have an i3 CPU?).
Linux requirements list (as tested) the best (rare/unique/expensive) Intel's integrated card and an AMD card from 2011 (yours, Radeon X1950 XT, is from 2006/7). They also mention 1 GB of video RAM, while your card came with 256 or 512 MB. Also, AMD open-source drivers, which you are probably using, don't match performance-wise the closed-source (Windows/Linux) drivers.

Yeah, I missed the memory requirement - I just looked at the card. Looks like I can't play this game after all then... Ah well.

Just FYI, I can play Civ 5 with an Intel HD4000 (Ivy Bridge) at 1366x768 at reasonable framerates, so low end cards are usable. Not sure how the X1950 compares to that though.
