You are not logged in.
Today when I logged in to Cinnamon, a pop-up appeared saying, "Error activating XKB configuration. There can be various reasons for that." It also said I should report the output of the following commands:
$ xprop -root | grep XKB
_XKB_RULES_NAMES_BACKUP(STRING) = "evdev", "pc104", "us", "", ""
_XKB_RULES_NAMES(STRING) = "evdev", "pc104", "us", "", ""
$ gsettings get org.gnome.libgnomekbd.keyboard model
''
$ gsettings get org.gnome.libgnomekbd.keyboard layouts
['us', 'il']
$ gsettings get org.gnome.libgnomekbd.keyboard options
['grp\tgrp:alt_shift_toggle']
As far as I know, nothing has changed since the last time I logged in, when everything was working. This message also pops up when I edit keyboard layout settings in Cinnamon Settings or dconf Editor. The keyboard applet no longer appears in my panel (though it is still there), and I cannot use Alt+Shift to switch keyboard layouts. What could be wrong?

Same problem here, and I have the same output for the suggested commands.
I use a notebook with integrated keyboard, and now I can't change the layout (it give me always the us)

Same problem here. Keyboard is now permanently EN-US.
Outputs are:
$ xprop -root | grep XKB
_XKB_RULES_NAMES_BACKUP(STRING) = "evdev", "pc104", "ch", "nodeadkeys", ""
_XKB_RULES_NAMES(STRING) = "evdev", "pc104", "ch", "nodeadkeys", ""
$ gsettings get org.gnome.libgnomekbd.keyboard model
''
$ gsettings get org.gnome.libgnomekbd.keyboard layouts
['ch', 'ch\tfr', 'us']
$ gsettings get org.gnome.libgnomekbd.keyboard options
['grp\tgrp:shift_caps_toggle', 'terminate\tterminate:ctrl_alt_bksp']

Same problem here. I'm using MATE. I can't change the layout neither.

Look at this thread.
Of course replace keymap code with yours.
