For some time now my cpu was reporting arounf the right frequency (1997.99 GHz). The true frequency is 2.0GHz. I have an AMD Athlon 64 and kernel 2.6.15-archCK. Does anyone know how i can get the right frequency to be measured?

The actual *true* frequency is what it is reporting. However CPU frequencies are often rounded that 10 or so mhz for simplicities sake.
For example, each core of my dual core Pentium D, 2.8GHz, reports 2811.501MHz
Thats a bonus 11.5 to me
My laptop is a 1.4GHz Pentium M, it reports about 1398MHz iirc.
So what you are seeing, IS the right frequency.

OK thanks for the clerification....I thought it was only windows that reported the true frequency in my computer!!!
