been getting this for last couple of days ,
is it my system , or is there a maintenance server side ??!

In most of the cases it's because of timeout to connect.
Try another tool like
$ ping -c4 aur.archlinux.org
to see how's the response.
do it good first, it will be faster than do it twice the saint

Try if you use curl alone what happen to the download.
$ curl https://aur.archlinux.org/packages/ci/cinnamon-translations-dev/PKGBUILD

it turns out to be a DNS issue ,
i don't know what changed , but since i changed my DNS ,
everything gone back to normal

I was having this issue and doing all solutions suggested without look. Finally I tried run this command wget http://aur.archlinux.org/some/package and realize that it was trying to connect to the proxy IP I had configured before in order to get internet in my university.
So, check your proxy is disabled unless your network require it.
