Problems with modem USB

Finally i can install my modem ADSL USB...but when installed gnome-2.12 udev I commit myself to eliminate hotplug.
Reboot and NOT load my driver eagle-usb therefore I cannot be connected to Internet

# eaglectrl -d
Unable to open /proc/bus/usb.
Please check usbdevs filesystem is mounted.
An error ocurred while trying to get devices list.

as I solve it? Help!

try to upgrade the kernel to the latest version.

I cannot connect to internet beacause my modem USB not work!!.
