How to view openstreetmap osm files?

Openstreetmap allow me to import export .osm files (normally also pdf but their servers are always too busy for that). Is there a simple tool to make a pdf from the .osm file for printing? I probably miss the obvious but I don't find.

I don't know of any specific .osm to .pdf converters, but there's cups-pdf which will let you print anything as a .pdf so long as you can send it to cups

This will only work if you can open the file at the first time, I cannot. Of course cups don't know about it. I know that .osm files are an xml representation of the paths of the map that need to be plotted to produce an image; I am looking for an application that can do that.

sir, the result of my quick search about osm file opener (is that a word?) is adobe illustrator and qgis, sir.

It seems that the "official" pdf generator uses Mapnik.

Well, qgis can open the file but it seems that the osm file provided by openstreemap does not contain all the information (no street names, etc.). SVG is easily opened (by inkscape for example) but suffer from the same problem as PDF ("the load average on this server is too high"). I think, I will simply print the map from the website (possibly in a pdf file), but when I am lucky and can download the pdf file it is of much higher quality, with the ability to select exactly the region in the pdf file).
