Cpu frequency stuck at minimum with intel pstate after standby mode

Hi.

I recently installed arch on my netbook which uses a Intel Celeron 1007U.
After booting the netbook cpupower sets the governor to performance and the frequency is constant 1500mhz and intel pstate works perfectly fine.
However after exiting standby mode the frequency is stuck at minimum (800mhz) no matter the system load.
Using linux 3.17 from testing also did not change the situation. Neither did disabling laptop-mode tools
I hope you can help me, I would appreciate it.
(Also: Please tell me if additional system information is needed.)

I now used a systemd sleep hook to set /sys/devices/system/cpu/intel_pstate/max_perf_pct back to 100 after resume.
Not a solution but more a workaround.

i have a similar problem, cpu (i7 on dell e6540) is stuck at 800Mhz after suspend and wake up (but only on battery power).
my  /sys/devices/system/cpu/intel_pstate/max_perf_pct is 100 after resume, but cpu still stays at 800Mhz.

necroposting but mb will help someone -- had the same issue on dell e6400, re-plugging power cord helped. seems to be it's some bug in it's bios, because until i did so it was reacting very strange on any attempts to affect governor or frequency.

I am seeing a similar problem on Ubuntu (15.04, Vivid, Linux 3.19.0-28-generic)

I'm having the same problem with Dell E7270 i7. So far only plugging in AC power is the only thing that works. Whenever I'm on battery power CPU freq is stuck to 399MHz. Tried even 

echo 1 > /sys/module/processor/parameters/ignore_ppc 

though I'm not currently sure what was that supposed to do.

Also I just updated BIOS to latest version available (about a month old build).

Tried different BIOS settings, all same result. I'll be digging into this more but if anyone knows anything that could help, please do share smile

edit: by disabling SpeedStep in BIOS I was able to bump the frequency to 499 MHz but at the same time all other higher frequencies just disappeared from available frequency list.

edit2: of course, disabling intel_pstate works but that's more of a workaround
