After initial boot of the system, wifi works fine, but over time the connection degrades, until eventually it appears to pass no traffic at all.

I had this same problem recently and I was puzzled because in Windows my connection was fine. I have 2 wifi hotspots on 2 different bandwidths. One is in the 2.4 GhZ range using Channel 11 and the other in the 5GhZ range on Channel 68.
Normally I use the lower bandwith network just because it helps a bit with my internal LAN activities on Channel 11. When I scanned the hotspots around my house I found a wifi signal from another person's router that was also using Channel 11. If I changed my wifi hotspot (using instead the 5GhZ signal) my channel changed. Now I was using a signal that is unique to the hotspots in my neighbourhood and my connection doesn't degrade or drop out.

This ended up solving my issue, by lowering my rate and power levels. Seems like I was overworking my nic.
