Redirecting keyboard input in xorg

I'm sure this has been answered well somewhere, so sorry for being redundant

For example I use f[1-3] key binds for my shells (among others) that are needed in some applications i.e. alsamixer in console, I'd like to script a check if (for example) a modifier was pressed prior to the key or key-combination in question and to send it into the focused environment, rather than to xkeybinds or other programs. What would be the right way to go about doing this?
