Efl and elementary were released (.1 releases) together and AFAIK they are supposed to work/installed together.
However only efl was updated and elementary is out of date. Is it normal or just a mistake from the packagers?

You can see who maintains the package in the pacman info and on the packages page. I would direct this question directly to the maintainer or the respective mailing list.

Packages certainly can have versioned dependencies that would require that they be updated together. If this is necessary for the proper functioning of these packages but it currently isn't happening that way, then you could open a bug report on the arch bug tracker. But I'd emphasize the 'necessary' part of the previous sentence. If it is merely recommended, that may not be a bug (though no harm in a filing a feature request).

The efl update is about a day old and the other packages have been managed by a different maintainer so far, so I guess there has been a change, but then again my crystal ball bailed out on me.
