Where and how to report the udev-boot-hang-bug?

Hello, a while ago I found a workaround for a 3 minutes delayed boot displaying the message:

A start job is running for udev wait for Complete Device Initialization (..s / 3min)

The workaround was

# systemctl mask systemd-udev-settle

Today, I wanted to check if that problem is still present and so I unmasked that service again. And it is still present, a 3 min. boot delay.

So filing a bug about that sounds reasonable.
I've read https://wiki.archlinux.org/index.php/Re … Guidelines , and so my questions are:

1. Is this bug an arch- or an upstream bug?
2. which package does this bug belong to?
3. other tips on how to report that?
