Unable to set dpm on Radeon HD 7690m graphics card

I am running up-to-date Arch on KDE.
I have an Intel Graphics HD 3000 and AMD Radeon HD 7690M.
I'm trying to activate the Radeon card.
I am using xf86-video-intel and xf86-video-ati

I entered this into Konsole:

sudo echo battery > /sys/class/drm/card0/device/power_dpm_state

I got this message:

bash: /sys/class/drm/card0/device/power_dpm_state: Permission denied

If I enter

echo battery > /sys/class/drm/card0/device/power_dpm_state

in su mode, same result. I have i915 and radeon both loaded in KMS.
I tried dynamic and fixed in my Bios.
I set a kernel parameter:

radeon.dpm=1

because I was unsure if dpm was even enabled (even though it's supposedly enabled by default).

I used radeon-tray to change dpm settings. However, the applet yields the following message:

You don't have the permission to write card's settings, check the official site for information!

This is the most unusual thing, and I seriously couldn't find anything about this.
Does anyone have insight?
