cannot connect to phone with bluetoothctl

so, the wifi cards on my latitude d600 are both bust, meaning that I have to use ethernet or usb to get internet. I cannot get ethernet, and my phone is thethered via usb to my desktop, so I am trying to use a bluetooth dongle to tether internet over my phone (xperia arc)

using bluetoothctl I

powered on the dongle
did the process of pairing the phone and laptop
tried connecting

trying to connect via bluetoothctl returns

Failed to connect: org.bluez.Error.Failed

trying to connect from my phone fails silently

what might be wrong?
