libx11 empty strings

I have 44 empty strings in beginning Compose files
example /usr/share/X11/locale/ru_RU.UTF-8/Compose

It's correct?

That file has whatever the X11 locale developers put in it.

Why do you ask? Are the empty strings causing a problem?
