Wrong udev rule

Hello,

I installed MPLABX, which has set a udev rule, /etc/udev/rules.d/99-jlink.rules. But the rule has an error. I saw this topic.
How do I correct it, supposed to maintain the same meaning ?

Here's the sippet

BUS!="usb", ACTION!="add", SUBSYSTEM!=="usb_device", GOTO="jlink_rules_end"

Mostly I'll get the pID and vID and change the rule accordingly. Actually I don't have the programmer handy, so I'd rather opt to disable the rule.
