I've been doing quite some research on the question why my usb stick was not being recognized when I plugged it in after the boot process. It was, however, recognized when it was plugged in before the boot process.
Strangely enough, this only happened on my standard PC (Intel e8400, Gigabyte EP43-DS3L) and not my laptop. That was why I found it so hard to spot the culprit with identical installations.
Now I found the solution.
If TLP is enabbled on my PC, USB sticks are not recognized. If the service is disabled, it recognizes them instantaneously.
Since I did not find any solution to the problem in my websearch, I just wanted to let people know.

You needn't disable TLP altogether, try setting USB_AUTOSUSPEND=0 in /etc/default/tlp, then restart the service. Had a similar issue with my phone not charging.
