When does a font package need xorg-fonts-encodings?

When looking at xorg-fonts-encodings page, I see that many fonts need this package. In many font packages, I see a line like

depends=('fontconfig' 'xorg-fonts-encodings' 'xorg-font-utils')

However, in some font packages the dependency of xorg-fonts-encodings is absent, like in otf-ipafont or in ttf-courier-prime.

Regarding the former I can understand that Japanese fonts don't need default encoding files, but why doesn't the latter depend on xorg-fonts-encodings? Was it a mistake by the package maintainer?
