Move Arch from one old' system's hdd to another newly hardware

May I to move my Arch from old notebook to new another with saving all my settings, favorites, installed packets and other features?
Or I must install system as new and just copy all from home partition manually?

Just partition it and rsync over that you want. Chroot in and install your boot loader, rebuild the boot image, and adjust the fstab if need be.
