I have installed Arch with Gnome 3.16, everything works fine with the exception of shutdown and reboot, when I click on shutting down or restarting get a black screen and stays there, do not turn off or restart.
I can not find solution in forums or Google, so finally resorted to this forum.
My netbook worked well with Gnome 3.14 in this regard so flatly rule out any hardware problem

I also had this problem when I installed gnome 3.16 to see what I thought of it. It just started with the power button not working so I messed around trying to run a different power manager and thought that it was me that made it worse as it then just hung on shutdown or restart with a black screen as you describe. (thats what happens when I try things!) When I created a new user however and logged in under that user the problem was not there so I thought it was resolved but it didn't last long before it re-occurred and am not sure why. Sorry but I really thought that it was just me that had goosed my installation as it also manifested itself on the xfce desktop as well so that I couldn't successfully shutdown at all from either DE. I just got annoyed and rebuilt the system again from scratch but have not resinstalled gnome again. Sorry this doesn't provide any useful data however I would be willing to break it again in the name of research if it provides any knowledgeable people with useful info! (I don't use this laptop for work)
I am pretty sure the problem was when I started using dconf-editor but I only really changed the gsettings values if I remember correctly. If I also remember correctly, creating the new user and copying 'user' from ~/.config/dconf to the existing user also solved the problem but only temporarily. That may also be an ill-advised thing to do however!

Just to confirm that its not a gnome 3.16 issue as with a clean arch install with testing enabled and only xfce desktop installed, I still get the same problem. When I boot with lts kernel instead, all is as expected. If I log out and issue a reboot command, all is fine too. Here is the appropriate line from journal if it is of any use to anyone. Sorry not more help.

Downgrading the linux kernel to the version from [core] fixes this problem so I guess it has nothing to do with gnome.

I have this problem too since I upgraded to linux 3.19.3 and after several (failed) reboots and a bit of struggling with my corrupted journal, I was able to retrieve an error message similar to the one posted by @dcdriving:

Searching the web for the above error led me to this mailing list and to this bug report: It seems that the bug has been already fixed in version 3.19.4.
