Video playback issues when not moving mouse

After few seconds of watching video (tested: vlc and youtube html5 player) image on my two monitors freezes and audio plays last 2-3 seconds in an infinite loop.
When I use (moving it is enough) my mouse everything goes back to normal (video starts playing again, same thing with audio - they are even synced...) for next few seconds.
Everything works fine when I'm playing video and doing something else in the same time (surfing net, playing minecraft etc.) or when I hide video window (staying on another tab is enough...).
I was able to solve problem in vlc by turning off overlay in vlc settings so it's probably something related to gpu.

When problem fist occurred:
After last hardware change (this installation survived everything so far: BIOS-> UEFI->BIOS, migration to smaller disk, migration to bigger disk, intel pc, amd pc, intel laptop etc.).
Last change was from Toshiba A300-14T to pc listed below.

Does anyone know how to deal with that problem?
