Custom kernel configuration breaks pacman-key --refresh-keys

I can't run "pacman-key --refresh-keys" under my custom kernel.  I get the following error:

gpg: refreshing 80 keys from hkp://pool.sks-keyservers.net
gpg: keyserver refresh failed: Address family not supported by protocol
==> ERROR: A specified local key could not be updated from a keyserver.

However when I reboot into the stock ARCH kernel, it works fine suggesting it's a problem with my custom kernel configuration.  Would anyone happen to know what I may have left out so that I can configure it back in?  The rest of GPG seems to be working, it's just refreshing the keys that's broken.

For someone who like me stumbled upon the same problem after 2018 - the cause was disabled IPv6 in kernel config.
