Hello, this just started recently for me and does not seem related to the empathy theme I use. When I try to scroll in the chat window or contact list I get a box that scrolls up from the direction I am scrolling. I took a video so you can see what I mean:
I am using a tiling WM (herbstluftwm) and tried with and without Compton. Has anyone seen this issue before?

So it looks like Jumanji browser has this elastic/rubber band scroll thing too. Maybe this is a gtk-3 feature? I really want to turn this off.

Looks like something called "overshoot" in the gtk-3 theme needs to get set. I think I can get this fixed now. \o/

I added the following CSS to the gtk theme and it removed the boxes that show up. Maybe this will help anyone else who runs into this.
.overshoot, .undershoot {
background:none;
border: none;
box-shadow: none;
