Virtual console keyboard problem with ctrl, tab, esc

As far as I can remember I have  had this problem on my dell e6430 with arch for a few years:

In the virtual consoles no keyboard shortcut works: Ctrl-ANYTHING, tab, esc all just print a £ character.
This happens even at the username prompt.

Strangely enough, on the contrary Ctrl-Alt-Del works.

I tried changing keymap from "it" to "us" with loadkeys: no luck.
I tried resetting the font with setfont and I just get blanks instead of £ chars.

I want to take another stab at it because it is almost impossible to use the system in a emergency shell, but I do not know what to try next.
