question about KEYMAP_TOGGLE in /etc/vconsole.conf

hi, all, i set KEYMAP_TOGGLE in /etc/vconsole.conf, is this used fo switch key layouts in ttys?
is there a shortcut for toggle these two key layouts expect loadkeys cmd?

KEYMAP_TOGGLE=dvorak
