Hi,
I have installed Plasma 5 and Pulse Audio, the Phonon-backend is VLC. Lowering the Volume with Kmix or Pavucontrol lowers the volume of music played with Amarok, Youtube-videos and stuff like that, but system-sounds are played with max volume. I have also had the pleasure of suddenly listening to power metal at 100% volume when Amarok started playing the next track after a system-sound was played. This is especially annoying since my headphones are quite loud (64 Ω, 113 dB/1 Vrms)). At maximum volume neither music nor system notifications are either pleasant or safe for the ears.
I have already tried to play a longer system-notification and reduce the sound in the mixer, but it won't remember that setting. I have also tried https://wiki.archlinux.org/index.php/Pu … ication.29

It's a bug with that particular setup combination that points to a bug in either libVLC or pulseaudio or both, see one of my earlier posts about this problem that explains it in more detail.
tl:dr: switching to phonon-gstreamer might be a possibility
