I was really happy with the help you guys gave me with making the crontab entry but i noticed I can miss my schedule and I probably will because I also dualboot windows and I use it ALOT (I really wish it wasn't this way I like linux SO much more.) exclusively for A: Photoshop/office (my school NEEDS these) & B: games (aka-my life.... sad I know ) so i went looking for a solution and seems anacron can do what i want. all I want it to do is run the next time it is booted into linux if the schedule is missed.
This is my entry I use in cron that I wish to move to anacron:
* 18 14 * 0 /home/oblivion/.Scripts/updatemsg.sh

I did I also read the man files I do understand where you are coming from though.
The thing is im having trouble finding is what makes it run if the schedule is missed I think it might have something to do with START_HOURS_RANGE and RANDOM_DELAY but im not sure.

I did more research and figured it out and from what I can tell the 'START_HOURS_RANGE' and 'RANDOM_DELAY' are actually fine as they are in the default.
this is what i changed my entry to for anacron
14 5 System-updater /home/oblivion/.Scripts/updatemsg.sh
Im gonna mark it as solved because it seems to be working.
@jasonwryan you are right I was being a help vampire and I hate to be a hindrance to the forum so I am sorry for that.
