Advice for a work scheduling / timetables filler program

Hello everyone,
my GF recently changed job as she became the organizer of the social services of a small town.

She asked me for a program that can help her fill the timetables for the various users and workers. In her last job she used a proprietary software provided by the company, but this program is not available in her current office as she is left with her lappy (running Arch, of course ;-) ).
So i need to find something that can help coupling the need of the users (eg: 1/1,5/2 hours services) to the working hours of the operators (eg 30 hours/week) and pretty print a timetable for each one.

Do somebody knows of a program that could help her getting the job done beside writing scripts/macros in LibreOffice Calc?
