i want to know the new release of arch linux (2015.11.01) comes tomorrow?

Arch Linux has no releases. You should run pacman -Syu frequently for updates. ISO for the installation media is released once a month, hopefully tomorrow. May I ask why you are particularly interested in next monthy's installation media?

Because i want to erase my current Arch Linux and reinstall it, and i want to be download and install newest ISO.

Why? It makes no difference at all in the installed system.

The install media does not contain any packages to install. All the packages are downloaded. (It is equivalent to what other distributions call a net install.) So October's installation media, or even July's would work fine.

Because i must first remove all installed packages and files (very Time-consuming) and update my Arch Linux to update base packages and Linux Core (~100-200 MB to download). So i decided to download updated Arch Linux ISO (~600 MB) and install fresh and update Linux and download Packages.

It's the "download updated Arch Linux ISO" part that we're trying to tell you doesn't matter. If you don't already have one lying around, just download the October image and go with it.
