Systemd unit for performing action when network is offline/down

Via systemd units, I have my VPN setup to be terminated when the system suspends, and I have it setup to re-initiate when the network is up.  But sometimes the network goes down for other reasons than suspend, and I have to manually kill the VPN in order to reconnect properly.

Is there a good way to also kill the VPN when the network is down/offline?  I couldn't find any examples of this sort of thing.
