Hi Programmer,
We need some more information to help you out. When did you first notice this problem? Did you do anything such as update the system or modify config files recently? It would also be very helpful if you could post the output of dmesg.
Offline
I get this same error message after installing a pci Asus Radeon R7 240 graphics card but haven't noticed any problems with system. Have found several references to it in different bug reports but haven't found any that mention what this error means. All of the bugs I've researched so far include other error messages that are causing system problems for the people reporting the bugs. So appears the Video Code Engine is failing to initialize? http://developer.amd.com/community/blog … ngine-vce/ Possibly the (-110) has to do with the R7 240 (7700 drivers)? If the VCE is failing to load would it affect viewing certain types of video or converting them? Or is the message appearing because the open source radeon driver includes a multitude of different radeon graphics and the system may be looking for something I don't have (R7 250)? in which case the message can be ignored?

Edit: have no problem viewing mp4's, mkv's, ogv's in VLC, have no problems converting them with ffmpeg either so still not sure why the error shows up. Is there a way to debug the error message any deeper?
Thanks anyone.

Hello all,
I seem to have the same the problem with my system as well. It's showing this- radeon 0000:01:00.0: VCE init error (-22). which i have no idea what it means. I have a [AMD/ATI] Sun PRO [Radeon HD 8570A/8570M] graphic card.
A lone wolf is always on hunt.

It appears that the 7000's are -1 (110 error) and the 8000's are -2 (22 error), if it isn't affecting performance or booting, it seems to be a misinterpretation of AMD's VCE.
Edit: 1/16/2016
Here is the crux http://www.amd.com/en-us/products/graphics/desktop/r7, the Asus Radeon R7 240 pci graphics card doesn't support VCE, probably same issue with other graphics reporting VCE init error.
Edit: 4/2/2016
uniphy is the VCE equivalent for AMD cards that don't support VCE although VCE is far more super-whammi-dyne, most current video apps don't do what VCE is capable of providing yet for video rendering and editing etc.

Verify if your model card supports VCE (use the link in post #5 by WFV ) .
If your card doesn't have VCE support, this error is harmless.
Incase you do have a card WITH VCE support, post full lspci -k and dmesg output. ( dmesg output will be big, you might want to use a pastebin client).
Disliking systemd intensely, but not satisfied with alternatives so focusing on taming systemd.
