I know that I should probably reboot after kernel updates but are there any other packages where it would be good to do that? For instance, udev, initscripts, or the latest sysvinit?
Seems like I've been rebooting every other day b/c of one of the above packages or the kernel.
Not a huge deal, but I am curious.

Udev I think can be restarted using the same script that starts it, not sure about this one though. Kexec can of course be used to reload the kernel without a hardware reboot, but that's not included in the stock kernel and requires you to kill everything first, like in a normal reboot. I'm guessing initscripts probably don't matter much once you're actually booted, though I like to reboot to see if new versions of initscripts work.

In order to restart udev,
exec /etc/start_udev
Mortuus in anima, curam gero cutis
