Cannot boot: Load/Save RF Kill Switch Status /dev/rfkill Watch

Installing arch.
On boot, it gets stuck on

 Load/Save RF Kill Switch Status /dev/rfkill Watch

Am not able to figure out what could cause this. Everytime, i boot to arch, it gets stuck on that error

I used the beginner guide to be safe. The issue is solved now, however I had to set nomodeset as kernel argument.
I wonder if that will cause any future issue.

A bit necro, sorry, but I was not able to boot installation live-cd, so figured next todo:

1. On initial screen press TAB to add kernel parameters.
2. Add parameter "systemd.mask=tlp.service" (no quotes).
3. Hit enter. Then boot goes further then "Load/Save RF Kill Switch Status /dev/rfkill". Currently awaiting "Rebuild dynamic linker cache".

This error still happens & can be googled in 2017 & 2018 on many distros. My guess TLP is not working well with old BIOSes.

Upd: "Rebuild dynamic linker cache". that was forever too, trying additional blocked services as here:
