How many votes needs a program to be in community ?

25 is the usual figure, but it's not set in stone. If a good case can be made for early promotion, it will be considered. Also, TUs can promote any program at any time, subject of course to their willingness to maintain it.

There is no figure.

It's whether or not a TU wants to take on a package. Votes are simply an assistance in telling us what the users would like added.

As an example, I've added many low/no vote packages myself, as I use them, and it would only make sense to share the packages I compile, and I've also taken some of the more popular ones.
