Shutdown broken; systemd, dbus, what?

Failed to call ScheduleShutdown in logind, proceeding with immediate shutdown: Action org.freedesktop.login1.poweroff is not registered

Neither the shutdown I requested (shutdonw -h +10) nor the immediate shutdown (worst fallback behavior ever?) happen.

The message is the same no matter how the shutdown is requested.

That action most certainly is registered. Other dbus services are working, as was this earlier today.

Absolutely no packages have been updated and absolutely configuration changes have been made since last I was able to shut down.

systemctl --version
systemd 228
+PAM -AUDIT -SELINUX -IMA -APPARMOR +SMACK -SYSVINIT +UTMP +LIBCRYPTSETUP +GCRYPT +GNUTLS +ACL +XZ +LZ4 +SECCOMP +BLKID +ELFUTILS +KMOD +IDN

Does it shut down if you press <Ctrl>+<Alt>+<Del> 7 times in 2 seconds?

What is in the journal?
