grsecurity - general query

Hi All,
   I have come across this article:

Does it mean Arch Linux is using their testing patches only?
I can see that in community repository this kernel is updated every other day. I though that the idea of it is to have less patches thus less reboots comparing to mainstream kernels.
What is your impression on this?
