Color and pixel offset artifacts on external HDMI monitor

Hi there,

I did a system updade yesterday (last one has been Dec 13) and since then, one of my two external monitors displays wrong colors and some noise like lines with horizontal pixel offsets flowing from top to bottom. I have made two screenshots, one from cinnamon and one from the login screen where you can see the problem at the edges of the letters. So this does not seem to be connected to cinnamon.

I use an Acer Aspice S7, the problematic monitor is an Acer H243HX and I use another monitor via mini display port in portrait format which is a Dell U2414Hb and this one works just fine.

I do not even know where to start troubleshooting and would be greatful for some pointers.
