DHCP Lease attempt failed on interface

So, this is not my first time installing arch. I've done it more than I can count on my fingers. Lo and behold, however, my University internet is posing many problems. Now, I've gotten past these problems in the past (On my raspberry pi with arch ARM for example) but it's seemingly impossible on my desktop right now.

I'm using Netctl and WPA_Supplicant to try and connect to my Universty PEAP and MSCHAPV2 connection through wired(ethernet) here are my configs:

dormitory (in /etc/netctl):

before I try bringing it up, I have to do a

 ip link set enp3s0 down

because otherwise

 The interface of network profile 'dormitory' is already up

I try

netctl start dormitory

but keep getting errors, namely:

if i try

I get:

This is pre-chroot. I don't have anything installed. just trying to connect to the internets

On my current arch install on my laptop I resorted to NetworkManager just so it's easier to connect.

If anyone knows a solution, I will give you ultimate thumbs up. I've been searching Google for the last few hours. I think I've googled all that could ever be Googled. I'm absolutely clueless.

on my Pi is definitely working. I have no idea why it would not be working on Desktop Arch.

UPDATE:
The Pi no longer works. It did work, now it does not. Did not change the config.
