GPU driver rebinding (amdgpu and vfio-pci)

Hello,
is it possible to switch between GPU drivers without rebooting?
Scenario: I'm using Win10 in a VM by passing through my GPU (R9 380X). Arch is using the IGP. This works fine apart from some reset issues with the GPU.
Now when the VM is active, the Windows drivers take over and control the fans on the card. However when it's off, the vfio-pci driver doesn't seem to be able to handle this correctly: fans spin up and down every 2 minutes - very annoying.
Is there a way to switch to the amdgpu driver once the VM is off and back to vfio-pci again when i need it?
Keep in mind I'm not actually using the card, i just want the driver for fan control and power management of the card (ideally it would go into Zero-Core-Power mode).
