Dillo and libpng

Can someone please let me know the best way to request a package dependency addition?  dillo appears to need libpng to work

What I would do (correct me if it is not the right thing to do!)

Use the bugtracker: http://bugs.archlinux.org/ add a task (category: packages:current)
title: sthg like "dillo and libpng dependency"
describe why you think it should be in the dependency (eg: don't run if not installed...)
