I have a very simple aur package I maintain and I'm wondering if there a tool like debtap but in reverse. Basically I'm too lazy to learn how to create .deb or .rpm and looking for a short cut.

No, there isn't. PKGBUILDs are scripts specifically designed to be read by makepkg to create Arch packages--which are basically simple tarballs with a little handy metadata. Debian and Fedora packaging is very, very different.
The good news is that if you're the developer of this software, as you seem to imply, you don't need to worry about packaging at all. Upstream's job is simply to make the software; let people who use a given distribution package it if they're interested in it. Otherwise, you end up with an overworked dev trying to keep up with the packaging systems of dozens of distributions.
