I have this bit of configuration in my /etc/default/cpupower:
# Define CPUs governor
# valid governors: ondemand, performance, powersave, conservative, userspace.
governor='powersave'
# Limit frequency range
# Valid suffixes: Hz, kHz (default), MHz, GHz, THz
#min_freq="2.25GHz"
max_freq="2.7GHz"
I enabled the service cpupower.service and on reboot the governor is set to powersave as expected. However, after suspending to RAM and resuming it's back to performance (the default one). How do I fix this?

I've tried suspending and resuming a couple other times and, oddly enough, the governor didn't change. So it's probably something else and I'll have to see if they change again...
