So what defines what release you have.
For practical purpose (archstats), I guess the file /etc/arch-release contains the release. It's owned by filesystem but the initscripts also contains reference to the release number. But for a rolling release distro, there is no clear cut definition.
If it's only a set of packages, then anyone who runs 'pacman -Syu' will have Gimmick?
Yes. For a rolling release distro like Arch, the iso are mainly meant for people who want to install Arch on a new system. If you already have Arch installed, you'll always have the most uptodate packages as long as you run 'pacman -Syu'.
I was looking at the stats for archstats and the lowest release is 0.4. Has that computer just never been updated?
Maybe. Or the owner stopped running archstat because he either decided to no longer submit stats or has switched to another distro. For this reason, archstats probably contains deprecated data.

It´s great to get a new release after this opensuse10.1 and the upcommin' ubuntu "release-hype"!!!
