I'm running Arch on my Mac with Gnome but my keyboard layout setting is not in effect in Terminal. I have the line "KEYMAP=jp106" in my /etc/vconsole.conf, but my keyboard works in the us layout. It was working properly before I set up my desktop environment.
I tried "sudo setxkbmap -layout jp" and it worked but how can I make this permanent?

If you're using gnome-terminal, you should set the layout in gnome-control-center -> Region & language -> Input sources.
Click the button with '+' icon to add your preferred keyboard layout and make sure it's on top of the list.
