No XDG Base Directory specification defaults?

This is curiosity rather than a complaint.

How come there are no defaults for, at least, XDG_CONFIG_HOME or XDG_DATA_HOME in a vanilla Arch install? Or are there and I'm just not looking in the right place?

The default locations are in the specification. Vanilla Arch is ... vanilla, so why would there be other defaults being pushed onto Arch users (and copying the ones from the spec seems rather pointless)? Everyone is free to set these variables to whatever they like.

The specification itself says that any implementation must default to ~/.config ~/.local/share et cetera if those variables don't exist.
