I have same problem here, can't properly fix it, but it's much better now.
I followed the CLI Bluetooth Configuration section at documentation and I added the udev rule and systemd custom service as suggested.
Sometimes the hciconfig can't up Bluetooth (hci0) on boot, getting a "time out" error. On suspend/resume the problem always happen, so I'm not suspending temporarily my system.
