Gnome 3.20 Bluetooth still turned off even when toggle is set to "on"

There's not much words to explain this bug, except this bug doesn't exist in Fedora 24

I have same problem here, can't properly fix it, but it's much better now.

I followed the CLI Bluetooth Configuration section at documentation and I added the udev rule and systemd custom service as suggested.

Sometimes the hciconfig can't up Bluetooth (hci0) on boot, getting a "time out" error. On suspend/resume the problem always happen, so I'm not suspending temporarily my system.
