usb_submit_urb(ctrl) failed: -1

I get this message at every boot with a delay of about 10-30 sec.

Corsair keyboard and Logitech mouse are the only devices connected to the 4 port usb 3 monitor hub.

This is no different from another monitor that had usb hub. Issue is the same even on clean arch install. There is also a significant delay when a device is plugged in and when it starts working. Other usb ports on the motherboard work fine.

What is causing this issue?
