I have installed plymouth and gdm-plymouth to show splash screen
and I can see splash screen when boot-up
but no splash screen for shutdown and reboot.
I have checked every service.wants seems to have right plymouth link

How can I make splash screen for shutdown and reboot work ?

This may not be of much help, but it might point you in the right direction.
I installed plymouth recently and on shutdown, I usually also don't get a splash screen. However, occasionally it will flash for a fraction of a second before disappearing. I assume, it's because my machine shuts down so fast there's no time for a splash screen to even load Maybe it's the same with yours?
