First, I've seen this in other situations (not necessarily KDE) when compositing wasn't working and the black border was actually the window shadow, but no compositor was handling the alpha channel.

But you need to ask this question the right way. There is no info in your question:

What have you tried?
What theme are you using?
Is your system fully up to date?

Arch is not a hand-holding distro, so questions like this tend to get glossed over. I suggest a read through How To Post from the Wiki, and then revise the question here. your results will likely improve.

i'm sorry, my english is not perfrect.

i found out that 'kwin_x11 --replace' fix this. so, WM is source of problem.

used theme - breeze.

yes, system is up to date. same issue was on my fedora installation.

and one more thing: that happens after i play in games.

Yes there's an open bug about this, that native fullscreen games cause the breeze decoration to break: https://bugs.kde.org/show_bug.cgi?id=361154
