Is there a question here?  You answered the default 'N' for no - so nothing was upgraded.

Unless there was an error copying, you didn't answer y and the capital N means the default is no.

but this is after the pacman error and it says the same if i say yes here as well.

@shulamy, just say yes to all the options including the last one and post the full output of all the steps. I will move this thread to the Mate thread, if the problem still persists after that.

i did say yes to all the options.

the last one is after the pacman update and it doesn't matter if i say  yes or no to it.

i had an answer in another forum that sometimes the mirror has sync problems so i will try another.

You keep saying this, but it very clearly isn't.  This also isn't a mirror issue, as that is an AUR package.  Either show the error message you get when you follow the advice provided, or just remove the aur package, update your system with pacman, then reinstall the aur package.

If you want to update the entire desktop from gtk2 to gtk3 you need to remove all the gtk2 and install all the gtk3, you can't pick and choose.

i ignored mate-panel-gtk3 and pacman did the update.

then i did what @trilby said and now i have mate-gtk3
